The CT State Department of Education’s Bureau of Special Education (BSE), IDEA Fiscal Manager Thomas Boudreau will offer LEAs the opportunity to check in on the current state of the plan developed during the Fiscal Summit of November 2021. He will discuss the current funding circumstances and educational environment that the LEA’s of CT are experiencing – along with strategies for reengaging the plan (modifications or new objectives) in order to ensure federal funding allocations for Students with Disabilities are being utilized. 

Be prepared to examine the District’s plan, accomplishable objectives and management timeline for the next school year, in order to have a successful actualization of the one-time funding opportunities and further implementation of IDEA Part B and ARP IDEA Part B Sections 611/619. 

After the session, teams will be offered an opportunity to sign up for a brief “fiscal conversation” with the BSE (to occur over the next few months), to ensure that objectives are on track and come away with confidence that the LEA is expending resources to support students with disabilities for improved outcomes.

MIDDLETOWN, Conn.—The Library at the State Education Resource Center (SERC) is reopening for in-person browsing for the new school year.

Beginning Tuesday, September 6, visitors can make an appointment to come to the SERC Library space to browse the collection, check out materials, and have SERC librarians assist with research-related inquiries. The library is currently located at 100 Roscommon Drive, 1st floor, Middletown, CT.

Appointments are available during the SERC Library business hours: Tuesday 10 a.m. to 6 p.m., and Wednesday to Friday 10 a.m. to 4 p.m. The library will be open one Saturday a month from 9 a.m. to 1 p.m. 

Patrons who visit the library only to return materials do not need to make an appointment, but must come when the library is open and hand off the materials to a SERC librarian.

SERC takes the health and safety of its patrons and staff seriously. With this in mind, the library will limit visits to two people per appointment to allow for social distancing. Visitors will be asked to sign in and out at the library’s entrance for contact-tracing purposes. This does not apply to visitors only making returns.

The library space had been closed to visitors since March 2020. During the pandemic, checkouts and returns had been available by appointment through the building lobby.

MIDDLETOWN, Conn. — As another school year begins, Connecticut will have a new statewide center for mitigating the impact of substance misuse and meeting other behavioral supports and needs in the student population.

The State Education Resource Center (SERC) will develop and operate the School-Based Center for Prevention, Education and Advocacy through an extended partnership with the Connecticut Department of Mental Health and Addiction Services (DMHAS). The effort reflects the state’s continued focus on addressing substance misuse, including Gov. Ned Lamont proclaiming August 31 Overdose Awareness Day.

“We continue to provide programs and services to our schools and communities as we collectively create equitable and safe learning environments for our young people, and we look forward to this ongoing support in substance misuse prevention as well,” said SERC Executive Director Ingrid M. Canady. “The school-based center will help schools connect to what they need before the next crisis.”

SERC will implement a process for collaborating with other agencies on shared resources; reviewing and collecting data on risk and protective factors that influence student behavior; raising awareness and involving the school community in preventing substance misuse; and engaging families and the wider community. The SERC Library, which dates from SERC’s inception in 1969, will serve as a hub of information for the new center to disseminate to schools and their communities.

The center is a natural extension of SERC’s collaborative work with DMHAS under a 2018 State Opioid Response Grant from the federal Substance Abuse and Mental Health Services Administration. Under the grant, SERC has developed programming and materials and held conferences, virtual workshops, and technical assistance on school-based substance misuse.
