Who Are SERC and the SERC Foundation?

Since 1969, five years after the passage of the Civil Rights Act of 1964 and six years before the passage of the Education for All Handicapped Children Act. (Public Law 94-142), the Special Education Resource Center (SERC) was created to ensure equity in education for children with disabilities. Since then, SERC was renamed the State Education Resource Center and in 2014 was established as a quasi-public agency to assist the Connecticut State Board of Education “in the provision of programs and activities that will promote educational equity and excellence.”

The SERC Foundation was established to sustain SERC’s work on equity, particularly racial equity. More generally, the SERC Foundation supports the programs, services, mission, and vision of the State Education Resource Center. This includes supporting educators, families, and community leaders to better serve Connecticut’s students and their families, particularly Black and Brown students, students learning English, and students with disabilities through advocacy and the development, implementation, and sustainability of innovative, culturally relevant programming. The SERC Foundation is a 501(c)(3) nonprofit organization.
