Overview

The disproportionate representation of Black Students in special education has been the most persistent unsolved issues in the field of education, defying a simple explanation for its causes and remedies. The problem has been well documented in empirical literature, since Dunn's (1968) seminal article on the over-representation of minorities in special education. Yet, to date, many of the same problematic issues identified over four decades ago are still prevalent throughout all levels of education.
